Everett Transit Maintenance, Operations, and Administration Base (MOAB) Feasibility Study

Everett Transit is looking for a new location for our maintenance, operations, and administration base (MOAB). We are studying three potential sites, including expanding our current location at 3225 Cedar Street. Read on to learn more about the project and share your opinions in a brief survey.
Why is it needed?
Everett Transit is growing and has exceeded its capacity at its current MOAB. We are seeking to redesign or relocate the MOAB so it can serve all phases of transit service and fleet upkeep for the next 30 years.
What is the study?
Everett Transit is working with Perteet, Inc. to assess the existing facility, define the needs of the future facility, evaluate the site options, and understand community needs and preferences around each proposed site. Results from this study will inform site selection and guide future design and engineering phases.
The MOAB today
The existing facility is located on 2.4 acres with two buildings. The operations building has a footprint of 7,200 square feet, and the transit maintenance shop has a footprint of 8,400 square feet. The original construction occurred in 1972, with site improvements in 1992 and several internal building renovations over the years, including installation of electric vehicle and battery electric bus charging infrastructure.
Expanding or relocating the MOAB
Functions at the new facility will include:
- New office spaces for transit operations and administration.
- A new maintenance facility capable of handling future generations of bus technology.
- A new bus wash.
- New fueling and charging systems to support battery electric, internal combustion, hybrid, and hydrogen technologies.
- Facilities for the City’s Motor Vehicle Department.
- The capability to support future fleet growth.
The site selection process
Everett Transit identified two preferred locations and has been working since January 2026 to identify additional locations that could support a new MOAB. We considered seven other industrial-zoned properties within Everett. Through an iterative process with City leadership, Everett Transit has prioritized three locations for more detailed analysis. These locations are:
These locations will be compared using the following criteria:
Location
- Everett Transit prefers industrial zoning to ensure compatible land use with adjacent properties.
- An area between seven and nine acres. This is the area needed to accommodate Everett Transit’s operational, administrative and maintenance programs.
- How well the location provides for program growth.
- The distance buses need to return to the MOAB after ending routes (or route termini, identified as ‘deadhead return’).
- The cost to acquire the property.
- Whether the property is buildable.
- Impacts on neighboring properties.
Encumbrances (environmental conditions and land use limitations)
- Critical Areas (wetlands, streams, slopes, shorelines, floodplains).
- Accessibility for buses, employees, and visitors.
- Easement limitations, including current and future owner access, utilities, mineral rights, etc.
- Higher and better use potential.
- Setbacks and zoning restrictions.
- Environmental contamination requiring remedial actions.
Operations
- Functionality. This is evaluated by comparing transit operations space to the size of the property.
- Efficient operational circulation.
- Parking (150 to 200 stalls) for employees and visitors.
- Accessibility for delivery vehicles, vehicle parts, fueling and supporting functions.
- Utility capacity, including electricity and additional utility service for Battery Electric Buses (BEBs), and sanitary, water, gas, and fiber utilities.
- Capability of achieving resiliency of operations (BEB, maintenance, operations, and administration).
- Relative cost to build, including demolition, site preparation, and access improvements.

What will construction or operation of the MOAB involve?
- Construction may include temporary roadway closures and heavy vehicle traffic. It’s too early to provide more about the details of construction until a final site is selected and design is complete.
- The MOAB will operate 24 hours a day, seven days a week, 365 days a year.
- The facility will need to accommodate up to 60 buses and 40 paratransit vehicles.
- The facility will provide for all Everett Transit staff, including drivers, maintenance teams, administrative staff, security personnel, and cleaning and fueling crews. Everett Transit estimates the MOAB will eventually need to accommodate 160+ employees.
